The Foundation Course was produced by the Stockholm Environment Institute (SEI) and the University of York (UoY) as part of the Clean Air for Asia Training Programme. The programme was led by the SEI and UoY in collaboration with the Pollution Control Department (Thailand), Ho Chi Minh State Environmental Protection Agency (Vietnam) and Clean Air for Asia Cities Initaitive (CAI-Asia). The Clean Air for Asia Programme was funded under the European Union's Asia Urbs programme (TH/Asia Urbs/01 (91000)). Additional funding was received from the Norwegian Agency for Development Cooperation (NORAD), International Atomic Energy Agency (IAEA), World Health Organization, Norwegian Institute for Air Research (NILU), and Force Technology.

The course modules were tried and tested by students at the Clean Air
for Asia Training Programme workshops. These were held in Bangkok on
22 May - 2 June 2006 and in Ho Chi Minh City on 31 October - 10 November
2006. Student feedback was used to revise and improve the course content.
